Position Summary:
The Carpenter under general supervision, performs skilled carpentry work in the construction, maintenance, alteration and repair of buildings, facilities, and hard surface concrete infrastructure. The employee is responsible for the major and minor construction repair or alterations of floors, ceilings, stairways, partitions, doors, roofs, etc. Employee is also responsible for performing skilled trades work such as concrete surface such as streets, driveways, sidewalks, catch basins, retaining walls, etc. Employee is considered essential personnel and must report to work if required by their manager during any Emergency or Natural Disaster occurs.

Duties/Responsibilities:
Form concrete forms and pour and finish concrete for street panels, driveways, sidewalks and catch basins, retaining walls, etc..
Builds small frame buildings; installs, repairs or replaces partitions, ceilings, doors, locks, cabinets, counter tops, bookcases, storage shelves, etc.; performs renovation work in Parish buildings including removing or adding walls, doors, windows, etc. and related hardware; sands, seals and finishes woodwork.
Prepares surfaces for concrete, digs, forms, pours and finishes concrete for various construction projects such as driveways, streets, sidewalks and catch basins.
Estimates needed supplies and tools needed for job and performs repairs as necessary.
Trouble shoots and repairs leaking culverts and catch basins.
Supervise and trains Carpenter Helpers working to assist the Carpenters.
Ability to operate small equipment such as forklift and skid loader to assist with pouring concrete or loading/unloading material.
Replaces damaged infrastructure such as mailboxes, metal/wooden fences, etc. that may be damaged while performing other job duties from different departments.
Must perform the job of a concrete finisher, finish/framing carpenter, rod buster, sheet rocker, painter, plumber, and etc.
Performs minor electrical work such as changing out light switches, receptacle outlets, fans, and etc.
Utilizes such wood shop equipment as table saws, radial arm saws, miter saws, drill presses, nail guns and utilize various hand tools.
Utilizes a laser level to shoot grade elevations to make sure water drains correctly down streets to catch basins.
Makes sketches of projects; reads and interprets blueprints and specifications; and visits the job site to determine the quantity and cost of materials needed to complete a job.
Hangs and finishes sheetrock, paneling, wallpaper, tile and moldings; installs glass panes; installs suspended ceiling grids and tiles; sets door frames; lays flooring; and applies roofing and shingles.
Makes replacement pieces for the repair of furniture, repairs stairways, replaces siding, adjusts and repairs door closer.
Cuts holes for duct work and ventilators.
Responsible for upkeep and safe use of pickup truck with multiple tools assigned to person with this position, reports issues to proper personnel to be repaired.
Assigns and reviews work of trades helpers and laborers.
Assists other Departments in Parish such as Waterworks, Wastewater, Recreation and Government Buildings.
Employee is considered essential personnel.
Employee is responsible to take a rotating call.
Employee assists road crews in an emergency event or storm.
Performs additional duties as needed.

Competencies:
Knowledge of proper practices and techniques for cutting, and measuring wood and pouring concrete.
Strong knowledge of standard carpentry techniques for equipment, materials, and tools.
Ability to establish and maintain effective working relationships with others as well as aid/provide customer service to the public.
Ability to understand and carry out written and oral instructions.
Knowledge of safe working practices.
Strong mechanical skills with an ability to use power and hand tools and perform manual labor for extended periods of time.
Ability to be trained on and use forklift.
Ability to be trained on and use a concrete saw.
Ability to be trained on and use the concrete truck shoot.

Education and Experience:
High school diploma or GED required
Carpentry experience equal to journeyman level.

Licenses and Certifications:
Valid Driver’s License

Work Environment:
The primary duties of this position are performed outdoors. On occasion, the position is required to work in hazardous or confined spaces and is frequently exposed to loud work areas with strong odors present.

Physical Requirements:
This position requires lifting and carrying of objects up to 80 pounds with frequent walking, standing, bending, reaching, stretching, kneeling, and squatting to perform repairs and inspections. The position must be able to operate hand, power, and welding tools and equipment.
