About

HOLLY FONSECA is a lifelong St. Charles Parish resident and former civil servant now serving constituents parishwide as Councilwoman-at-Large Division B.

She is focused on results, with priorities including:

• 100-year hurricane protection on both sides of the river
• Maintaining and improving existing levees and drainage infrastructure
• Efficiently utilizing all available funding sources
• Monitoring spending to avoid tax increases
• Working with Congress and federal agencies to ensure affordable flood insurance
• Attracting and retaining businesses and workforce development
• Budgeting responsibly to fund needed infrastructure and quality of life improvements

Before her election to the council in 2019, Holly worked for more than 10 years in parish government as a civil servant, appointed grants officer and executive staffer. During her tenure, the grants office secured more than $100 million in funding for local infrastructure and programs. 

Holly also served as project manager of the $11.7 million Edward A. Dufresne Community Center in Luling, overseeing the building’s design and construction. 

Other highlights include her work as part of teams responsible for construction the West Bank Hurricane Protection levee, passage of a dedicated local millage for outer levee protection and the approval and funding of the federal Upper Barataria Basin study.

Holly is the daughter of Cliff and Pat Luttrell, Union Carbide and Cytec retirees.  A Luling resident, Holly and her husband, Clarence, are proud parents of Blake and Blaire.

She is a graduate of Hahnville High School and Nicholls State University, earning a Bachelor of Science in accounting and Master of Business Administration. Holly also has 15 years of accounting experience working with a CPA firm, Cytec Industries and Monsanto.

Holly is Vice-Chairman of the St. Charles Parish Council; Chairman of the Hurricane Protection Projects Committee; a member of the Operations, Maintenance and Construction Management Committee; Legislative Committee; Special Projects/Public Safety, Health and Environmental Committee; and Contract/Finance and Administrative Committee.

She is currently serving as a member of the Sunset Drainage District - Board of Commissioners; is an Ex-Officio member of the St. Charles Parish Library Board of Control and an Ex-Officio member of the Hospital Service District No. 1, Parish of St. Charles.

Holly is also a member of the Police Jury Association of Louisiana (PJAL); 2021 - 2024 PJAL Resolutions Committee; National Association of County Officials (NACo); NACo's Environment, Energy and Land Use Steering Committee.

She’s actively involved in community organizations, including the St. Charles Women’s Club, Republican Women of St. Charles Parish, and Rotary Club of St. Charles Parish.
